The Problem

  • If you need a specialist on the Eastern Shore, you might be looking at a 2½ hour drive to Baltimore. People are losing their lives on the way there.
  • Caroline County. Somerset County. These are places where lives are lost just trying to get help.
  • Black women especially are treated like they're invisible when they walk into a hospital. Like their pain doesn't matter. We treat people like human beings.
  • They make healthcare confusing on purpose. All the jargon, all the fine print. It's designed to keep you from knowing what you're owed.

Harris's Record

  • Private equity firms are buying up our regional hospitals, mining them for profit, and shutting the doors permanently.
  • Andy Harris has been in Congress 15 years and our hospitals are closing. He's not fighting for your healthcare. He's not fighting for you at all.

What Randi Will Do

  • You shouldn't have to drive 2½ hours to see a specialist. We're bringing them to your county.
  • Your hospital should stay open because it saves lives, not get shut down because a Wall Street firm wants a better quarter.
  • They already took your subsidies. Your premiums are going up. I'm fighting to bring them back.

The Problem

  • Our kids deserve better and Andy Harris hasn't fought for a single dollar of the federal funding we're owed.
  • With the highest food insecurity rates in the state, kids on the Lower Shore are showing up to school hungry. You can't learn on an empty stomach.
  • Teachers are paying out of pocket to run their own classrooms.
  • Kids with IEPs and 504 plans aren't getting the support they need. Every child, every ability, every school.

Harris's Record

  • Andy Harris didn't even have the courage to vote yes or no on the Big Beautiful Bill. He voted "present." Then he spent the summer defending a law that cuts $186 billion from SNAP and takes free school meals away from 18 million kids. On the Lower Shore, where food insecurity is already the worst in the state, that means kids going hungry at school. Andy did that.
  • He hasn't gone to bat for our schools in 15 years of Congress. Not for funding, not for teachers, not for your kids. They ripped the US Department of Education apart. We have to put it back together.

What Randi Will Do

  • Your kid deserves a school with heat that works, books that aren't falling apart, and a teacher who isn't paying for supplies out of pocket. We're getting the funding that's been held back from this district.
  • You want to send your kid to trade school or college without drowning in debt? That should be possible. It used to be. We're making it possible again.
  • Your kid's teacher shouldn't be working a second job to pay rent. When we pay teachers what they're worth, your kid gets a better education.
  • If your child has an IEP or a 504 plan, they're getting what they were promised. Every school, every kid.

The Problem

  • Your paycheck buys less every month. Groceries, gas, rent. It all goes up and wages don't keep pace.
  • There are places in this district where the nearest grocery store is 30, 40 minutes away. You're paying more and driving further just to feed your family.
  • 21,000 federal workers at Aberdeen Proving Ground and across the district had their jobs ripped away. That's 21,000 families in Harford County who don't know how they're paying the mortgage next month.
  • Small businesses on the Shore are struggling while corporations post record profits.

Harris's Record

  • Corporations are gouging you on groceries and essentials, then funneling profits to shareholders instead of employees or customers. They exploit loopholes, dodge accountability, and consolidate into monopolies so you have no choice but to pay whatever they charge.
  • Andy Harris voted against the infrastructure bill, then showed up for the ribbon cutting. He takes credit for things he tried to kill. Fifteen years in Congress and your grocery bill keeps climbing.

What Randi Will Do

  • If you lost your federal job at Aberdeen, you're getting it back. All 21,000 of you.
  • You should be able to build a career right here in this district. Clean energy, good pay, and you don't have to leave your community to find it.
  • If you're trying to start a business in this district, the door should be open for you, especially if it's been slammed shut before.
  • Your right to bargain for better pay and benefits is your right to take care of your family. Nobody gets to take that from you.
  • You're paying more for groceries because corporations can charge whatever they want and nobody stops them. That stops.
  • You shouldn't have to drive 40 minutes to buy food for your family. That's an insult.

The Problem

  • Watermen are watching their livelihoods disappear. Blue crab harvests are worth $31 million today, down from $50 million in 2008. When the Bay suffers, we suffer.
  • PFAS, forever chemicals, are showing up in our blue crabs, our oysters, our striped bass. You're catching dinner out of water that corporations have been poisoning for decades. Nobody's telling you that, right?
  • Andy Harris sits on the Water Resources and Environment subcommittee. The committee literally responsible for the Bay. His lifetime environmental score is 2%. His 2025 score? Zero.

Harris's Record

  • Andy Harris voted against $844 million in water infrastructure funding for Maryland. Then he went to Dorchester County and held a press conference taking credit for Slaughter Creek dredging that was paid for by the bill he voted against. The Baltimore Sun called him a "Hall of Fame Hypocrite."
  • He tried to kill two approved wind farm projects off Ocean City. When a whale washed ashore at Assateague, he blamed offshore wind with zero evidence. He's called for more coal and natural gas while the Bay chokes.

What Randi Will Do

  • If a corporation poisons the water you fish from, they pay for the cleanup. Every cent comes out of their pocket, not yours.
  • You should be able to make a living on the Bay the way your family always has. That's $600 million a year in Maryland's economy. Your livelihood matters.
  • If you're a farmer on the Shore, you shouldn't have to choose between your operation and clean water. We help you get the tools to do both.
  • You should be able to find a good-paying job right here. Wind, solar, the Bay economy. Without leaving the place you call home.
  • Your neighborhood deserves clean water. Period. No matter what side of town you live on, no matter what you look like.
  • Your congressperson should actually show up for the Bay. Scoring zero on the environmental scorecard when your district IS the Bay? He's not representing you.

The Problem

  • There is no abortion clinic on the entire Eastern Shore that offers in-clinic procedures. If you need that care, you're driving hours.
  • Black women in Maryland face 65% higher odds of severe complications during pregnancy and childbirth. In rural counties with barely 2 doctors per 10,000 people, that's a life-threatening gap.
  • Andy Harris co-chairs the Pro-Life Caucus in Congress. He cosponsored the Life at Conception Act, a total federal ban with no exceptions for rape, incest, or the health of the mother.
  • He voted against codifying Roe. He voted against protecting patients who travel across state lines for care. He voted against protecting your right to contraception.

Harris's Record

  • Andy Harris cosponsored a total federal abortion ban. He supported a 6-week ban. He signed onto a brief trying to revoke FDA approval of the abortion pill. He's been trying to control your body since he was in the Maryland State Senate.
  • He's been against emergency contraception without a prescription since 2006. Twenty years of trying to make it harder for you to make your own decisions.

What Randi Will Do

  • Your right to make your own healthcare decisions gets written into law. For good.
  • Your access to contraception is nobody's business but yours.
  • If you're pregnant on the Shore, you should be able to get proper prenatal care without driving two hours. Your life and your baby's life depend on it.
  • No one gets criminalized for making a healthcare decision. Not you, not your doctor.

The Problem

  • In 2023, Andy Harris compared funding an LGBTQ community center to funding the Ku Klux Klan. Said it on the record, in committee.
  • He voted against the Equality Act, which would have added gender identity and sexual orientation to federal anti-discrimination laws. He voted against the Respect for Marriage Act. 39 other House Republicans voted for it. Andy Harris wasn't one of them.
  • In 2001, he ran a 2-hour filibuster in the Maryland Senate to block a bill protecting same-sex couples from discrimination. He's been at this for decades.
  • The Human Rights Campaign named him one of the 14 most anti-equality members of Congress. Out of 435.

Harris's Record

  • 39 Republicans voted to protect marriage equality. Harris chose not to. He's voted to strip LGBTQ community funding, pushed anti-trans sports legislation, and tried to amend anti-discrimination bills to create religious exemptions. Every chance he gets, he votes against your neighbors.

What Randi Will Do

  • You shouldn't lose your home, your job, or your rights because of who you are. Full stop. Federal law should say that, everywhere.
  • Your marriage is your marriage. The government doesn't get to undo it.
  • They spend millions trying to get you angry about trans kids so you don't notice they're picking your pocket. Don't fall for it.
  • You live here. You work here. You pay taxes here. You deserve every protection your neighbor has.

The Problem

  • This administration gutted 25,000 federal jobs in Maryland. Aberdeen Proving Ground, Fort Meade, NIH. Harris called it "efficiency." Those are your neighbors' paychecks.
  • The government shut down for 43 days in fall 2025. Longest shutdown in American history. SNAP benefits got cut off. A federal judge had to order them reinstated.
  • The Big Beautiful Bill cut $186 billion from SNAP over ten years. 18 million kids will lose free school meals. Harris voted "present." He couldn't even vote no.
  • The SAVE Act would require a passport or birth certificate to register to vote. 146 million Americans don't have a valid passport. If you don't have a college degree, there's a 75% chance you don't have one. This bill would eliminate online voter registration, mail-in registration, and voter registration drives.

Harris's Record

  • Harris chairs the Freedom Caucus. He helped force the shutdown. He pushed the SAVE Act. He celebrated the federal layoffs. Now a draft executive order is circulating among his allies to seize control of election mechanics before November.
  • On January 6th, after police officers were beaten, after people died, he still voted to throw out Arizona and Pennsylvania. He'd attended the December 21st White House planning meeting. He said he'd "take the invitation again."
  • He voted against giving the Congressional Gold Medal to the Capitol Police officers who defended the building that day. One of only 21 members to vote no. The officers who protected him.

What Randi Will Do

  • You're a citizen. You vote. Nobody gets to make that harder for you.
  • The John Lewis Voting Rights Act died in Congress. Your right to vote shouldn't depend on which party controls the calendar. We bring it back.
  • If you lost your federal job because of this administration, you're getting it back. Your family's paycheck isn't a political bargaining chip.
  • If you tried to throw out someone's vote, you answer for it. Including Andy Harris.
  • You should be able to register and vote without jumping through hoops designed to stop you.
  • Your neighbors who are immigrant families shouldn't live in fear. ICE raids are designed to scare you, not protect you. Safe communities are strong communities.

Follow the Money

Andy Harris doesn't work for you. He works for whoever writes the check.

  • Every election cycle, Andy Harris takes hundreds of thousands from corporate PACs. Pharmaceutical companies, the gun lobby, Big Ag. Then he votes however they tell him.
  • Pharma PACs fund Harris. He votes against lowering prescription costs. Fossil fuel PACs fund Harris. He votes against protecting the Bay. NRA PACs fund Harris. He votes against gun safety. See the pattern?
  • Citizens United lets corporations spend unlimited money on elections. Andy Harris has never lifted a finger to change it.
  • After January 6th, corporate PACs stopped donating to election objectors. That lasted about six months. Then the checks started flowing again.

What Randi Will Do

  • Every dollar we raise comes from real people. No corporate PACs. You can check our FEC filings yourself.
  • Your vote should count the same as a billionaire's. Citizens United says it doesn't. We fix that.
  • Your congressperson shouldn't be trading stocks based on what they know from committee hearings. That's your money they're playing with.
  • You serve the public, then you go home. The revolving door between Congress and corporate lobbying closes.

Somerset County: highest rate of red flag orders per capita in the state

The Problem

  • Andy Harris is the only Maryland member of Congress who takes NRA money. $25,000 and counting since 2008. He votes against gun safety legislation every single time.
  • Two weeks after January 6th, Harris tried to bring a concealed handgun onto the House floor. Set off the metal detector. Asked another congressman to hold it for him. The other congressman refused. Capitol Police opened an investigation.
  • He voted against the assault weapons ban. Voted against background checks. Voted for forcing every state to accept other states' concealed carry permits. He called for eliminating gun-free zones at schools, saying that's what causes school shootings.
  • In 2018, at a town hall, Harris said "gun violence doesn't happen on the Eastern or Western Shore of Maryland." Tell that to the families on the Shore dealing with suicide, domestic violence, and the reality that the nearest mental health provider is an hour away.
  • Somerset County has the highest rate of red flag protection orders per capita in the entire state. People here are already using these tools to save lives. Harris votes against them.

Harris's Record

  • Andy Harris takes the NRA's money and votes however they tell him. He compared background checks to Nazi Germany. He's called for arming teachers. And he said gun violence doesn't happen where we live.
  • The gun lobby isn't protecting hunters. They're protecting the corporations that sell weapons of war and blocking every commonsense measure that would save lives.

What Randi Will Do

  • You're a responsible gun owner. Background checks don't threaten you. They keep your family safer.
  • Somerset County is already using red flag laws to save lives. Your county should have the same tools and the funding to use them.
  • If you or someone in your family is struggling, it should be easy to get help.
  • The NRA doesn't speak for you. They speak for the corporations that sell weapons of war. We don't take their money. Ever.
